For our strategy, we studied the history of Utrecht, which experienced major growth following the creation of the first university in the Netherlands. Urban expansion toward the west led to the university being divided into three parts located in the east, creating several challenges. The city center, where most commercial activity is concentrated, is located 4 km from the university, causing mobility issues for students. In addition, connections between the western and eastern parts of the city are weak, and student housing is insufficient: out of 70,000 students, only 30,000 live in Utrecht, with just 14,000 student housing units available. Our objective is to strengthen connections between the city center, the university, and major student areas, improve east–west mobility, and provide student housing between the city center and the university.
